The abolition of mandatory certification of grain would help agricultural producers in expense optimization - UCAB

The abolition of mandatory certification of grain quality and service of granary would reduce the number of permits that farmers need to get for conducting their activities. In addition, the introduction of voluntary certification of grain in Ukraine would reply to global agribusiness practice. It was noted in the Association "Ukrainian Agribusiness Club".

"UCAB supports legislative initiatives of returning to the termless certification of granary services and voluntary certification of grain quality and its reprocessing products, as defined in the project of Law of Ukraine "On carrying changes to the Law of Ukraine "On grain and grain market in Ukraine" (concerning deregulation of the grain market), № 2459,"- said General Director of UCAB Volodymyr Lapa.

This will facilitate the effective conduct of agribusiness approximately 50,000 businesses entities, which operate in the industry. "In practice everyone understands that quality certificates in most cases do not need by enterprises, that implement agrarian production, or by customers, and just create a bureaucratic pressure, which requires additional time and financial resources," - said the expert. Moreover, this decision was in line with international practice.

Thus, in the EU there is no analogue to quality certificate, the U.S. requires mandatory inspection of grain quality in private laboratories in the presence of federal inspectors only for part of the exported grain, in cases when the party is more than 15 thousand tons (average party for Ukraine is 8 thousand tons) and in neighboring Russia mandatory certification was canceled in July 2011. Recall that in July 2012 the government made a termless certification, making changes to the appropriate resolution.

However, in December 2012 by draft law 5462-VI, which makes changes to dozens of laws, the annual certification was returned. In UCAB noted that another norm of draft law is restoring of termless action of compliance services certificate on grain store for grain warehouses. This should also simplify the conditions of work on a grain market by reducing regulatory barriers for grain storage subjects, which would positively affect their functioning.

"We know that some deputies have a position on the radical reduction of regulatory functions of control inspections on the grain market, but from our point of view, the proposed draft law №2459 an optimal option at this stage," - said V.Lapa. Today, Parliament would observe this draft law in the first reading. UCAB hopes that deputies would support it.
