Systematic work directed on education quality improvement will be minimized by the reassignment of the agricultural universities


The rates of agrarian education development do not respond to the growth dynamics of many agricultural production sectors, as a result most of agrarian companies have to implement specialized programs of raising the young graduates qualification.  However, the systematic work directed on improvement of the education quality is substituted by rearranging    the powers between authorities. This fact was stated by Association “Ukrainian Agribusiness Club”.
 There are 23 agricultural universities in Ukraine with total amount of more than 300 thousand of students; among them 57% are the students of technical direction. According to the Order of the Cabinet of Ministers of Ukraine from November 16, 2011 №1191-p, 19 agricultural universities have been transferred from the supervision of the Ministry of Agricultural Policy and Food to the Ministry of Education and Science, Youth and Sport.
«The education reform, which bureaucratically transferres agricultural universities, and billions of hryvnias of budget, won’t solve the problem –Eleanora Evchenko, Head of the Recruitment Agency AgriJob stated. – The termination of even formal connection with the production sector will not contribute to the improvement of education». Today the agricultural labor market is in a great need of the highly skilled specialists of the production specialties, such as agronomists, veterinarians, zootechnicians  etc. However instead of reforming the agricultural universities by reducing their number and unifying them with the research institutes, the government has chosen Soviet way of separating science and education from production and business.
According to Ms. Evchenko’s opinion, this will lead to the further deterioration of the situation on the labor market, while the lack of skilled specialists of production specialties is one of the major factors, that slow down the development of Ukrainian agriculture.
