Registration of agricultural machinery ceased in Ukraine
UCAB addressed an open letter to Maksym Martynuk, First Deputy Minister of Agrarian Policy and Food of Ukraine with a request to establish a mechanism for registration and deregistration of agricultural equipment.
The letter signed Taras Vysotsky, Director General of the Association «Ukrainian agribusiness club», Antoine Rebiyar, Business Director of New Holland Agriculture, Holger Veljko, director of "Klaas Ukraine" Peter Zagse, Director General of "John Deere Ukraine" Yuriy Egorov, Director of business Case IH region of Ukraine, Moldova, Roman Shapoval, Head of AGCO Corporation in Ukraine.
The letter states that State Rural Inspection which is under liquidation, from October 1 does not provide services related to the registration of machinery due to lack of funding. Instead, a new institutional body that would deal with this issue has not been established during two years. This situation has meant that members of the Association, which handle the sale, delivery and maintained service of agricultural machinery, can`t fulfill their treaty obligations to the contractors. Consequently, this negatively affects the reputation of companies and lead to financial losses.
According to p. 6 of the Decree №442 «On optimization of system of central authorities" central authorities, which stop working in accordance with this resolution, continue to accomplish powers and functions in certain areas till the time when the implementation of measures for the creation central executive institutional body will complete. This new institution will transferee powers and functions from the central authorities, which stop their activity. Thus State Rural Inspection must exercise their powers and responsibilities until the formation of a new institutional body, which will be based on the powers and functions of State Rural Inspection.
UCAB members ask for a working meeting to discuss issues and create at MinAPiP working group on finding the optimal mechanism for solving this problem.
