Ukraine. Government can change grain export quotas
The Cabinet intends to solve an issue with further grain export quotas within a period of two weeks, Agrarian Policy and Food Minister Mykola Prysiazhniuk has said.
At a press conference, the Minister informed that on an instruction from Prime Minister Mykola Azarov a repeated analysis of the remainder of grain crops with agricultural producers is being held.
According to his information, presently grain traders failed to use quotas extended to them and did not export over 2.5 million tons of grain abroad.
As it was reported, grain quotas first introduced by the government in early October 2010 for the term till December 31, 2010, were prolonged at the end of the previous year till March 31, 2011. At the same time, total quota amount increased by 1.5 million tons to 4.2 million tons. Corn export quota was increased from 2 million tons to 3 million tons, wheat - from 0.5 million tons to 1 million tons.
Over that period, quotas were distributed two times in a way that caused a sharp criticism on the part of market participants: many companies could not get a decision of the Agrarian Policy and Food Ministry about availability of grain, which is necessary to submit a bid for getting a quota.
