UCAB opposes «soy amendment»
Leading agricultural associations of Ukraine addressed an open letter to the President of Ukraine Petro Poroshenko asking to protect the legitimate interests of Ukrainian agricultural producers, which were violated when Parliament adopted amendment No. 180, which cancels VAT refunds for the export of rapeseed, soybeans and sunflower.
In particular, the letter states that on December 7, 2017, during the adoption of the Law of Ukraine «On amendments to the Tax code of Ukraine to ensure the balance of budget revenues in 2018», individual people's deputy filed the amendment No.180 with flagrant violation of the requirements of the Verkhovna Rada Regulations, namely: without announcing its content and in violation of Article 116 (according to which amendments may be submitted only to the text of the draft law adopted in the first reading, but not to any article of the Tax Code). As a result, as noted in the joint statement of 21 People's Deputy of Ukraine, many of them were misled and didn’t realize what they voted for.
In addition, the exemption from VAT taxation for the oilseeds exports is a gross violation of the commitments taken by Ukraine upon accession to the WTO and the signing of the Association Agreement with the European Union.
According to the calculations of public agricultural associations, in case of adoption of this amendment, Ukrainian farmers will lose UAH 10-16 bln in a year. In addition, this amendment artificially create opportunities for a monopoly conspiracy of processing enterprises in order to understate purchasing prices, by eliminating competition from exporters for sunflower.
