Association "Ukrainian Agribusiness Club” (UCAB) greets the adoption of Law No. 2609a “On amendments to certain legislative acts of Ukraine (to ensure the safe operation by agricultural machinery)”. According to the UCAB experts, abolishment of technical inspection for agricultural machinery will relieve farmers from the additional financial duties and promote the development of agricultural production.

According to the explanatory note to the document, the mandatory technical inspection of agricultural machinery is abolished because it does not guarantee the maintenance of agricultural machinery in proper condition, and since such control farmers are committed to make themselves before the field works.

Until yesterday, the legislation anticipated that the technical inspection of vehicles in Ukraine should be done only for agricultural machinery that was illogical, since agricultural machines work primarily in the field and brings less risks to life and health of citizens than other vehicles.

"The abolition of the mandatory inspection is overcome one more bureaucratic barrier, which was one of the factors which deterred development of agricultural sector and made it unattractive for investors. This and other permit procedures set up additional financial load for farmers, that is extremely negative phenomenon in times of economic instability",-said Volodymyr Lapa, the General Director of the Association "Ukrainian Agribusiness Club". According to him, the annual loss to the farmers because of the inspection accounted for 80-100 mln UAH.

UCAB reminded that Law No. 2609 was identified by the All-Ukrainian Agrarian Forum as one of the priorities for the agroindustrial complex and is the logical step done by the Parliament to deregulate business activities together with the abolition of certification of grain quality, approvals on import of crop protection products, etc. At the same time, farmers require additional decisions aimed at resolving the problems which chronically accumulated recent years – the abolition of the requirement to develop land management projects that have no sence in the changing conditions of leasing relations, simplification of the procedures for agricultural land registration and rights to rent them, enable agricultural producers to payroll taxes at the place of business, the transfer of authority for public lands management at the level of local communities and a number of others.

"We hope that the Parliament will continue to hear farmers in current difficult conditions", - summarised Volodymyr Lapa.
