Studies on the program of training average commissioners, who will determine circumstances of insured accidents in agriculture and carry out appraisal of damage, started in Ukraine. Our country has not resorted to similar measures yet, and just due to that currently a severe lack of specialists is felt, who are able to act independently, objectively, in the interests of both insurers and agrarian producers.

Member of the National Commission for state regulation in the sphere of financial services Valentyna Levchenko has said about this, an UKRINFORM's correspondent reports with reference to materials of the press club Ukrainian Perspective.

“Such a need in average commissioners appeared due to realization of authorities and requirements of the law “On Peculiarities of Insurance of Agricultural Products with the State Support,” which has recently come into force. The Cabinet prepared a plan of measures for its fulfillment, in compliance with which we should develop a number of normative documents. They, in particular, are related to conditions of entering the Agrarian Pool, with requirements to insurers, with a procedure for concluding agreements, calculation of tariffs, etc.,” the expert has said.

According to her, two types of programs were developed. The first, envisaging 196-hour course, is designated for students, who are studying this information for the first time. Therefore, enhanced studies are held on this program. The second program envisages 72 academic hours. “Invited for participation in this program are average commissioners, who had successfully passed an extended course and will raise their qualification every three years. They should pass an exam for compliance of their knowledge with the qualification minimum, in other words, they should know what changes took placed in legislation, in the agrarian sector, in the rules of behavior on the insurance market, etc. In other words, they should prove their knowledge and ability to use new knowledge on practice,” Levchenko noted.

Commenting on the event, Deputy Director on agricultural insurance of the Dominanta insurance company Oleksandr Zahorodny accentuated his attention on the fact that in the future years, the agricultural insurance market will develop dynamically, however, the insufficient number of specialists for settlement could become the main obstacle in construction of its civilized model. Therefore, in his opinion, an operative response to the available problem on the part of specialists of the IFC Project “Development of Agricultural Insurance in Ukraine” and the National Regulatory Committee for Financial Services Market of Ukraine deserves the highest praise, in particular, when the fact is taken into consideration that the aforementioned project and the National Regulatory Committee for Financial Services Market quickly found a common language in approaches to organization of studies and certification of average commissioners.

“Usually, insurance companies are guided by own interests in their work. The main thing for them is to get as much as possible profits. Just for that reason we become witnesses of numerous cases, when agricultural enterprises and farmers are groundlessly refused in compensation of damages incurred by them as a result of bad weather.

Under conditions, when one side takes advantage of another side, it is difficult to count on fruitful cooperation. Therefore, it is no wonder that agricultural producers avoid insurance in the majority of cases.

Average commissioners are called to find a common language with insurers and insurants, and to reduce their interests to a common denominator. But this is only possible under condition that average commissioners are really highly professional, independent and objective experts,” Vice President of the National Association of Agricultural Advisory Services of Ukraine Dorada Tetiana Bryvko sums up.
