Context:

The Ukraine Recovery Conference 2024, or URC2024 took place in Berlin in a challenging context of the third year of continuing Russian aggression against Ukraine, growing levels of damages and destruction for the Ukrainian economy, and yet, equally growing resilience of the Ukrainian society and business, including the agricultural sector. This spirit of resilience was equally matched by strong political will of Ukraine’s international allies to continue supporting the country militarily as well as economically. In this respect important announcements of the EU institutions, the G7 governments including Germany were made about new packages of financial support which helped boost the confidence of the Ukrainian business community as well as international investors.

The Ukrainian agricultural sector rightfully was placed as a major topic in the debate, featuring in the Conference business dimension Panels, where Alex Lissitsa and Georg von Nolcken presented the views of the Ukrainian farmers and agricultural enterprises.

Our fourth UCAB fireside chat aims to look at the outcomes of the URC2024 and what implications they will have for Ukraine’s agricultural sector resilience.

We will address this topic by looking at the following set of questions:  

1. How do we see the overall level of ambition of Ukraine’s international donors to address the country’s most pressing needs in economic reconstruction and recovery?

2. Are we happy with the scope and quality of the financial toolbox made available by the IFIs, the EU (Ukraine Facility) the European development financial institutions?

3. Is the agricultural sector visible on the radar screen of international donors and partners? Are there risk areas, given the recent political sensitivities surrounding Ukrainian agrifood trade with Europe?

4. Is the Ukrainian government up to the task of supporting the reconstruction and recovery in terms of vision, consistency and quality of reform agenda, institutional capacity?
