Ukraine: Ministry of Agrarian Policy involved international organizations for calculation of the starting grain prices at the quota auction
The Ministry of Agrarian Policy and Food of Ukraine involved various international organizations and associations of grain traders for determining of the method of settlement of the starting prices for grains at the auctions for export quotas selling, declared Nikolay Prysiazhnyuk, Minister of Agrarian Policy, on April 13.
In particular, to date the Chamber of Commerce of the United States, the European business association, grain traders and the Ministry of Economic Development and Trade deal with calculation of the starting grain prices, because it is not the function of the Ministry of Agrarian Policy, added the Minister.
At the same time, N.Prysiazhnyuk failed to specify when the first auction to be organized, because the President of Ukraine still did not sign the reporting decree.
As a reminder, on April 8, 2011, the Verkhovna Rada of Ukraine totally approved the draft law “On making of amendments to several laws of Ukraine concerning the State support of development of the agriculture”, which gave the right to the Cabinet of Ministers to sale the export quotas for grains at the auctions.
The law specifies that the financial resources received from auction sales of the grain export quotas to be accumulated at the special account of the state budget, and directed to the state support of agriculture development, in particular, compensation of the sowing works of buckwheat (30%), and other grains (70%) for agricultural commodity producers.
The law comes into force from the day of the official publication and acts till July 1, 2011
