Ukraine: decree on prolongation of grain export quotas is not published yet
The decree of the Cabinet of Ministers of Ukraine on prolongation of the regime of grain export quotas till June 30, which was accepted on March 30 according to announcement of Nikholay Prysiazhnyuk, Minister of Agrarian Policy and Food, still was not published in the official issues, which juridically means that the quotas stopped working on April 1, 2011.
The market participants marked that they do not know what regime they should use while realizing the export operations with grains.
Vladimir Klimenko, President of Ukrainian Grain Association, noted that it is incomprehensible what regime of grain exports acts in Ukraine to date.
At the same time, one of market operators assumed that it is unlikely that grain exporters be able to use the conflict of jurisdiction. The delay of such publication is caused by the specified legal procedures.
As a reminder, previously on December 8, 2010, the Cabinet of Ministers prolonged grain quotas till the end of March 2011, and increased export quotas for wheat by 500 thsd tonnes, maize – by 1 mln tonnes.
