Cabinet of Ministers permitted the Agrarian Fund to export grain in MY 2009-2010

The Cabinet of Ministers permitted the Agrarian Fund to export grain in the marketing years 2009–2010. This decision was made at today’s government meeting, First Deputy Ag Minister Boris Supikhanov told journalists. This was reported by an RBK-Ukraine correspondent. According to him, the Agrarian Fund is permitted to export grain at the volume of 500 KMT.
 
Earlier Premier Yulia Tymoshenko announced her plans of enabling the Agrarian Fund to export grain. “This is a good opportunity for replenishing the Budget with foreign currency,” emphasized the head of the government.
 
In turn, Vladimir Lapa, chief of an expert group of the association Ukrainian Club of Agricultural Business, believes this decision will result in some change in the market pattern. Also, he pointed out that the Agrarian Fund’s activities will become a full-value business in this case. “If the Agrarian Fund directly concludes export contracts, it will consequently be able to claim to VAT refunds. In other words, in such a case this already turns into a full-value business, not into intervention activity,” noted the expert.
 
Please remember that Ukraine has exported about 4.8 MMT of grain since the beginning of the new marketing year (since July 1, 2009). In total, Ukrainian agricultural operators plan to sell abroad 15-18 MMT of grain in MY 2009-2010. In the marketing years of 2008-2009, Ukraine exported 24.5 MMT of grain and became one of the top three grain exporter countries.
