Amount of the state support to the farmers for 2017 was determined
After the Law ‘On State Budget of Ukraine for 2017’ was approved, the final figures available to the farmers became known.
The basis of the Law ‘On State Budget of Ukraine for 2017’ includes compromise solutions worked out by the representatives of both agricultural sector as well as public authorities. Pursuant to the approved and signed Law, the support for agricultural sector in the form of 1% of GDP will be allocated from the state budget in 2017.
‘The budget for 2017 envisages guaranteed allocation of UAH 5.4 billion from the general fund that is at the disposal of the Ministry of Agriculture. This amount is clearly insufficient for development’, - said Taras Vysotskyi, General Director of the Association ‘Ukrainian Agribusiness Club’. ‘Most of the proceeds of this amount will be used for the wages, administration of the Ministry, including State Agency of Fisheries, State Agency of Forest Recourses, State Service of Ukraine for Geodesy, Cartography and Cadastre as well as State Service of Ukraine on Food Safety and Consumer Protection. It turns out that UAH 2 billion will be allocated from the guaranteed fund for the purposes of direct support that might compensate the liquidated special VAT regime. Under such conditions, it can lead to stagnation of certain types of branches’.
UAH 3.3 billion is to be allocated from the special fund to support farmers. However, this financing will depend on how the special fund will be replenished within the next year.
‘A positive moment in the state support is that the financing will be provided for the programs with no corruption component. Financial support will be automatically rendered via the treasury and interest rates will be compensated without participation of the officials’, noted Taras Vysotskyi.
