Agrarians got the intermediate victory
Rada postponed the introduction of the regulation on the abolition of VAT refunds for the soy export until September 2018 and the rapeseed export until January 2020.
The Verkhovna Rada postponed the introduction of the regulation, which provides for the abolition of VAT refunds for the soy export until 1 September 2018, and the rapeseed export until January 1, 2020. 274 deputies voted for the adoption of the elimination of inconsistencies in the earlier adopted law No. 6776-d on changes to the Tax Code.
VAT refunds on export of sunflower seeds remain.
The 21 members of the Verkhovna Rada Committee on Agrarian Policy and Land Relations initiated the review of the regulation for the abolition of VAT refunds on exports of soybeans, rapeseed and sunflower from March 1, 2018.
Taras Vysotskyi, General Director of UCAB considers the postponement of deadlines for cancellation of VAT refunds for the export of soybean and rapeseed only as the intermediate victory of agrarians: «As a result of the instant reaction of the entire agrarian sector to the amendment №180 to the Tax Code on the abolition of export VAT on soybeans, rapeseed, sunflower and the active consideration of this issue, today the deputies took a step back and voted for the compromise solution. But this can only be considered as the intermediate victory for agrarians, because in the agrarian sector the planning is carried out for 3-5 years and these changes are not long-term useful for the sector. We will continue to convince the deputies with the aid of economic arguments and calculations that such an invasion of the competition will have a negative long-term effect on the entire sector. We will continue to insist on adopting the transparent long-term rules of the game that will stimulate the flow of investment in the sector, not worsen the international image of Ukraine».
