From the auction sale of land, budget can be increased by USD 20 billion

‘Moratorium on land is a screen that serves for hiding schemes, and thereby extends and deepens shadowing of the land relations’, the President of the Association ‘Ukrainian Agribusiness Club’ expressed his view in television debates ‘Great contrview’ with Kisieliov on NewOne channel. According to Alex Lissitsa, cancellation of land moratorium is only a possibility for people to sell their land, but not an obligation, ‘We are talking only about the possibility of land owner to choose, nothing more nor less. It should be mentioned as well that the farmers received land in the 90s, when they were at the age of 30-50, and now they are 70+. Today about 50% of people are willing to sell their land shares. In most cases people want to receive an opportunity and sell the land in order to spend their age of maturity in good conditions.

Alex Lissitsa is convinced that all fears associated with opening of the land market are exaggerated. Concerns that foreigners are about to buy up all the Ukrainian land he considers to be unjustified, since the legislation may stipulate prohibition to buy land by foreigners or foreign companies. President of the UCAB Association believes that in order to commence implementation of the land reform, it is necessary to determine what demand on the land sale exists. With this aim in view, the procedure should be implemented phase-by-phase. In particular, it is necessary to start sales of the state lands by virtue of auctions within the next 2 years.

For the time being, shadow land market is being successfully developed with the aid of perpetual lease, garden plots, etc. Comparing with the previous year, the quantity of executed agreements on perpetual lease is almost double. Today every year about UAH 10 billion is involved in illegal corruption schemes related to the land sector. The following year 300 thousand hectares of land are going to be treated in the shadow land market.

 ‘There are continuous discussions regarding opening of the market as well as questions about how and when it is appropriate to open the market. Large agricultural business, actually, in most cases, does not want the market to be opened. However, we all realize that sooner or later the opened market is going to work’, summed up Alex Lissitsa.
